Lucas Brimstone is the Minister of the Ministry of Envy, one of L.E.G.I.O.N.'s ministries.

Lucas Brimstone was the husband of Persephone Brimstone before the events of the game. Upon Persephone's Betrayal, he ordered Paris' destruction as a form of revenge for betrayal. Ever since the destruction of France, he has sworn to destroy Persephone and M.A.Y.H.E.M ever since her betrayal.
